CLAT 2027 category certificates: OBC-NCL, SC/ST and PwD

The certificate that gets rejected at counselling is almost always the one nobody checked in October. What each category needs, where the validity traps are, and what to do about a certificate in the wrong format.

If you are claiming a reserved category, the certificate you upload has to survive verification at counselling, months after you stop thinking about it. The one to watch is an OBC-NCL certificate that refers to an earlier financial year: valid-looking, correctly stamped, and not what the university asked for.

October is when this is cheap to fix. Get the certificate out now and read three things on it: the issuing authority, the issue date, and the financial year it refers to.

What the Consortium has actually published

Four things are settled for CLAT 2027, all from the Consortium's instructions, its FAQs and the application form itself.

The category is locked when you pay. Once the application is submitted and paid, the programme, the category and the BPL field cannot be changed, and requests to change them are not entertained.

The certificate is uploaded as a PDF under 1.5 MB. The form asks for one if you apply under SC, ST or OBC, and separately for PwD and BPL.

You can apply before you have the certificate. The Consortium's FAQ says so in terms, with the condition that the documents must be produced at the time of admission, failing which you are ineligible for the course.

The university, not the Consortium, examines it. Originals go to the allotted university "in the form and manner as specified by the respective universities at the time of admission", and certificates must be as prescribed by the Government of India or the State Government and as required by that NLU.

If the certificate does not support the category, the instructions say what follows: the candidate is considered in subsequent rounds of counselling without being included in that reservation category.

Why the certificate matters more than the form

A category on the CLAT form is a claim. The certificate is the proof, and proof is examined at admission, not at application. That gap — two or three months between uploading a document and anyone scrutinising it — is where the problem lives.

By the time a verifying officer at an NLU tells you the certificate will not do, the window to obtain a corrected one has usually closed, and the seat was allotted on the strength of a category you can no longer establish.

OBC-NCL: the one that goes wrong

Non-creamy-layer status depends on family income and on the parents' service position, both assessed against a financial year. That is why an OBC-NCL certificate behaves as if it expires even though nothing on it says so: what it certifies is a state of affairs in a stated year, and a statement about 2023-24 is not evidence about 2026-27.

So three things need checking.

The financial year it refers to. This is the field people skip. A certificate issued on a recent date may still refer to an earlier year's income position.

The issuing authority. Certificates are accepted from specified authorities, and the list is not the same in every state or for every institution. Check yours against the brochure of each university you would accept a seat at.

The format. Central and state OBC lists are different things, and a certificate in a state format is not automatically usable for a central purpose or the other way round. If your certificate does not say in terms that you do not belong to the creamy layer, it is the wrong document.

The Consortium does not prescribe a format, a reference financial year or a list of authorities for CLAT 2027. Its instructions leave all three to the government rules and to the admitting university. The application form asks a single question, whether you belong to the non-creamy layer, and notes that answering yes makes you eligible at universities that provide OBC reservation with a creamy-layer exclusion. So the document to read is the brochure of each NLU on your list, all of which are linked from the Consortium's participating universities page.

One judgment worth knowing if your parents are salaried: in Union of India v. Rohith Nathan (2026 INSC 230), decided on 11 March 2026, the Supreme Court dismissed the Union's appeals in a case about OBC candidates whose parents worked in a private company or a public sector undertaking and who had been treated as creamy layer because parental salary income was counted. It is a live area, and it is worth knowing what your own certificate is based on.

SC and ST: format, not freshness

SC and ST status is not income-linked, so there is no annual renewal and no creamy-layer question. A certificate issued years ago remains good.

What is checked instead is whether it is in the prescribed form and whether the officer who issued it is a competent authority. A certificate issued by the wrong officer is not cured by age or by the fact that it has been accepted elsewhere.

The other thing to check is the spelling of your name and your parents' names against your Class 10 certificate. A mismatch between two government documents is a problem that surfaces at verification and takes weeks to resolve.

PwD: start earlier than you think

For CLAT 2027 the accommodations are requested in the application form itself, which means the deadline for them is the application deadline: 31 October 2026. This is what the form and the instructions say.

The certificate. A valid certificate of disability issued by the medical authority or another notified competent authority: a UDID card, a certificate issued by the Department of Empowerment of Persons with Disabilities, or a certificate in Form V, VI or VII prescribed under the Rights of Persons with Disabilities Rules, 2017. It is uploaded as a PDF under 1.5 MB.

Reservation. Only candidates with a benchmark disability, meaning 40 per cent or more, are eligible for PwD reservation.

Compensatory time. All candidates with disabilities are eligible for 20 minutes per hour of the exam. The instructions give the PwD timing as 2:00 pm to 4:40 pm against 2:00 pm to 4:00 pm for everyone else.

Scribe. Available if required, including to a candidate with less than 40 per cent disability who submits a valid certificate. The form asks whether you need one, and then whether you will bring your own or want the Consortium to provide one. Answer both before you submit.

Fee. Rs 3,500, against Rs 4,000 for General and OBC candidates.

What has not been published is who may act as a scribe you bring yourself. The form and the instructions set no qualification rule for scribes. If you plan to bring your own, put the question to the help desk in writing, under the "PWD Related" query type, and keep the reply.

A candidate who leaves the scribe question unanswered in October should not expect one to appear in December.

Domicile and state quotas are a separate thing

Several NLUs reserve seats for candidates domiciled in their state, and domicile is established by its own document with its own rules — usually about how long the family has lived in the state, and sometimes about where you went to school.

That certificate is not needed at application. It is needed at counselling, by the university that allots you a seat, and its requirements are the university's, not the Consortium's. If a state quota is part of your plan, find out now what that university asks for.

The October checklist

Ten minutes, once, in October.

  • Open each certificate you intend to rely on.
  • Check the issuing authority against the brochure of each university on your list.
  • For OBC-NCL, check the financial year it refers to.
  • Check the spelling of every name against your Class 10 certificate.
  • Check the file you uploaded is legible at the size the portal accepts.
  • If anything needs a fresh certificate, start that application this week.

Then put the originals somewhere you will find them in December, because counselling asks for originals and a scanned copy is not a substitute.
